Renewable Energy Master Plan
The Renewable Energy Master Plan (REMP) articulates Nigeria’s vision and sets out a road map for increasing the role of renewable energy in achieving sustainable development. The REMP is anchored on the mounting convergence of values, principles and targets as embedded in the National Economic Empowerment and Development Strategy, the Millennium Development Goals, the National Energy Policy and the National Policy on Integrated Rural Development.
“The REMP envisions a peaceful and prosperous nation driven increasingly by renewable energy. The country will exploit renewable energy in quantities and costs that will enable the achievement of a bright future for its people”.
ICEED provides the lead consultancy for the development for REMP in partnership with the Energy Commission of Nigeria and the United Nations Development
Program in Nigeria. The Master Plan is in its final phase and will be
published in the first quarter of 2006.
Renewable Electricity Action program
Access to electricity services is crucial for economic growth and the reduction of poverty. In support of these broad objectives, the Federal Government of Nigeria, through the Federal Ministry of Power and Steel is in the process of developing strategies for rapidly scaling up access to electricity services nationwide. Non-conventional renewable energy is a key element in the overall plan to increase access to electricity services.
With the assistance of ICEED, the Federal Ministry of Power and Steel is developing a Renewable Energy
Program for Power Generation. The overall objective is to expand renewable energy power generation and contribute to the sustainable development targets of the National Economic Empowerment and Development Strategies.
The program has the following components:
- Development of a National Action Program on Renewable Energy;
- Development of Policy Guidelines for Renewable Energy to improve market development of the sub-sector;
- Planning and implementation of a Stakeholder Workshop to review both the National Action
Program and the Policy Guidelines;
- Organizing a Donors’ Consultative Forum to mobilize resources for the National Action
Program;
- Development of a media package to enhance public awareness on renewable energy; and
- Assistance in managing the implementation of solar based rural electrification pilot projects in several states of the Federation.
A National Workshop on Renewable Energy for Power
Generation is planned for the first quarter of 2006. ICEED is the Federal
Government’s Consultant on the development of the Renewable Energy Program
for Power Generation.
CDM Small Projects Facility - Nigeria
The CDM Small Projects Facility – Nigeria seeks to
provide assistance to energy enterprises in the use of carbon financing to
meet their investment needs while contributing to Nigeria’s sustainable
development goals.
Currently, six Project Development Documents are being
finalized. The PDDs include three small hydro based projects; ethanol, gas
power production and one sugar cogeneration project. These CDM projects were
presented in a side event in the recently concluded United Nations Framework
Convention on Climate Change Conference of Parties (COP 11) in Montreal.
The CDM Small Project Facility-Nigeria is a
collaborative project of ICEED and the Pembina Institute of Canada, and
sponsored by the Canadian Ministry of Foreign Affairs. The project will be
finalized with a stakeholder workshop in March 2006. |
